Uber Technologies, Inc.(통칭 Uber, 한국어로 우버)는 모바일 애플리케이션 기반의 이동(승차 호출) 및 배달 등 플랫폼 서비스를 제공하는 기업이다. 사업 확장 과정에서 노동 분류(플랫폼 노동), 개인정보 처리, 규제 회피 의혹, 안전 및 직장문화 관련 논란이 반복적으로 공론화되어 왔다.

1. 역사와 사업 전개

Uber는 2009년경 서비스를 출발점으로 성장했으며, 이후 다수 국가와 도시로 진출하면서 승차 호출(ride-hailing)을 핵심 사업으로 확장했다.
2010년대 중반 이후에는 음식 배달(예: Uber Eats)과 물류 등으로 포트폴리오를 넓히는 동시에, 각국의 운송 규제 및 노동 규정과의 충돌이 빈번해졌다.

2017년에는 이사회가 Dara Khosrowshahi를 최고경영자(CEO)로 선임하며 조직 문화와 준법 체계 개선을 주요 과제로 제시했다.

2. 데이터 유출과 프라이버시 이슈

2.1 2016년 데이터 유출 및 은폐 논란

Uber는 2016년 발생한 대규모 개인정보 유출 사건의 공개 지연 및 대응 방식과 관련해 미국 각 주(및 워싱턴 D.C.)와의 합의금 지급 등 법적 책임을 부담했다.
이후 연방 검찰은 2016년 사건 은폐와 관련된 수사 결과에 따라 Uber와 비기소 합의(non-prosecution agreement)를 공표했으며,
당시 보안 책임자였던 전직 임원은 관련 형사 재판에서 유죄 평결 및 선고가 내려졌다.

2.2 개인정보 보호 규제 위반에 따른 제재

2024년에는 유럽에서 개인정보 보호법(GDPR) 관련 제재가 잇따랐다.
네덜란드 개인정보 감독기구는 운전자 정보 제공·열람 등 절차상의 의무 위반을 이유로 과징금을 부과했으며,
프랑스 감독기구(CNIL)와 유럽 개인정보보호이사회(EDPB) 관련 공지에서는 EU 역외(미국)로의 운전자 데이터 이전 문제를 중심으로 대규모 과징금이 발표되었다.

4. 기업 문화, 차별, 이용자 안전 논란

4.1 시각장애 고객(안내견 동반) 차별

시각장애인이 안내견과 함께 탑승을 요청했을 때 드라이버가 배차를 거부하는 사례가 문제로 지적되었고,
2016년에는 안내견 동반 이용자 차별을 줄이기 위한 합의(settlement) 사례가 공개되었다.
이후에도 유사 분쟁이 중재·판결 등으로 이어졌다는 보도가 있었다.

4.2 성희롱·보복 및 직장문화 관련 법적 조치

2017년 전후로 직장 내 성희롱 및 보복 문제 제기가 사회적 이슈로 부각되었으며,
2019년에는 미국 고용평등위원회(EEOC)가 성희롱 및 보복 혐의와 관련해 Uber가 440만 달러 규모의 구제 기금을 조성하는 합의에 이르렀다고 발표했다.

4.3 승객 안전 및 성폭력 관련 대규모 소송(2024년 전후)

Uber는 승객 안전, 특히 성폭력 사건 대응 및 예방 조치와 관련해 장기간 비판을 받아 왔다.
미국에서는 ‘In re: Uber Technologies, Inc., Passenger Sexual Assault Litigation’로 알려진 연방 다구역 소송(MDL 3084)이 구성되어 사건이 집중 심리되었고,
2025년 7월에는 연방 판사가 일부 청구를 각하하는 동시에 일부 쟁점은 계속 심리 대상으로 남겨 두었다고 보도되었다.
Uber는 미국 안전 보고서(US Safety Report) 발간을 통해 성폭력 신고 통계 등 안전 지표를 공개해 왔다.

5. 기업 운영과 재무

Uber는 이동(Mobility), 배달(Delivery), 물류(Freight) 등 복수 사업 부문을 운영하며, ‘Gross Bookings’(거래총액)과 ‘Trips’(이용 건수) 등 플랫폼 지표를 핵심 성과로 제시해 왔다.

Uber의 투자자 공시에 따르면 2024 회계연도(12월 31일 종료) 기준 매출은 439억 7,800만 달러, 거래총액은 1,627억 7,300만 달러, 이용 건수(Trips)는 112억 7,300만 건으로 제시되었다.
같은 공시에서 2024년 순이익은 세무상 평가충당금 환입 등 일회성 요인의 영향을 받았다고 설명되었다.
2025년에도 분기 실적 공시를 통해 이용자 수, 거래총액, 조정 EBITDA 등의 지표가 업데이트되고 있다.
